都都不知道把责任归咎给谁好。。。
对于精神病患者，还是尽早就医远离人群好，毕竟他们不知人事，也付不了责任啊！！！

Mental health patients belong to an institution if they present danger to self or others.  If this mom has already hurt the baby before, she should've been locked up getting treatment and only released until she's better.  She should not be babysitting period.
